About Me

Bob Westbrooks is an attorney, certified public accountant, certified internal auditor, former federal investigator, and fraud and corruption risk expert.

His work focuses on strengthening the capacity of US and foreign public sector oversight organizations to provide independent, risk-based, data-driven insights for policy makers and the public.

Prior to leaving federal service in 2022, Bob spent 28 years in the oversight community, and served as an inspector general prior to being designated as executive director of the Pandemic Response Accountability Committee at the beginning of the national pandemic emergency. 

Bob previously served for 5 years as inspector general of the Pension Benefit Guaranty Corporation where he helped protect the pensions of over 35 million American workers, and before that served as deputy inspector general at the U.S. Small Business Administration. Bob was elected chair of the Professional Development Committee of the Council of the Inspectors General on Integrity and Efficiency (CIGIE)  and to the CIGIE Executive Council. As chair, Bob promoted leadership at all levels and led CIGIE-wide inclusion initiatives.

Bob is the author of Left Holding the Bag: A Watchdog’s Account of How Washington Fumbled its COVID Test, about government accountability and transparency during the pandemic crisis, and is the author of a chapter on risk management (‘Creating a Win-Win Relationship’) for the 2019 book, Public Sector Enterprise Risk Management.
